How to turn off the auto fill

How do I turn off the auto fill for the rests? How do I keep it blank?

You can't remove voice1 rests without removing time.
If you wish them to not display, you can always mark them as invisible.

The real question is why do you want/need to hide them?

I am trying to make a sheet where students can transcribe the notes, but to have a blank staff below to write it in seems impossible. Does that make sense?

In such a case, turning the rests invisible is the way to go:

Select the "blank staff" https://musescore.org/en/handbook/3/selection-modes#range-select
In the Inspector (F8) on the bottom click the "Rests" button to filter the selection down to the rests
In the Inspector, now all the way at the top, uncheck "Visible".

The rests will show up grayed out on your screen, but not be shown in exports such as images and PDFs. If you also wish to hide them on screen, then turn off "View → Show Invisible"
