I closed the score and reopened it; now it is working. Before, if I was trying to restart measure numbering at measure 228 and applied an offset of -228, the first measure would be numbered at 0. After relaunching the program, applying an offset of -227, it renumbers to 1 correctly.

If you continue to have trouble, please attach your score and explain which measure you are trying to reset and to what. Then we can understand and assist better.
Note that if the goal is simply to start over for a new movement, no need to mess with measure properties, just add a section break between the movements, This also suppresses the courtesy key and time signature and has other beneficial effects for this usage.

I've got a page break directly before this measure and am using section and page breaks throughout; the measures do not automatically renumber.

Your picture shows no section breaks. It does show system breaks and a page break.

I'm also wanting to go from single treble clef to grand staff and back again within the same composition (I'm using Musescore to document class sessions); I've been searching the online help but haven't found that yet. Any suggestions?

No, have two separate instruments: for Voice (treble clef) and for Piano (great stave).
Write your notes in whichever instrument is correct for those measures, then choose Format > Style... > Score > Hide empty staves within systems > [enable].
