I'll probably just continue to use system text and move it underneath the music.

To customize your palette, just Ctrl+Shift+drag an element from your score.
But, the plugin is way better, since it not only adds the text but also makes it playback correctly, by also adding invisible tempo changes. The extra two minutes it takes to download and install the plugin is absolutely worth it.
If you also want good playback, the aforementioned tempo changes plugin has not only streamlined the "manual way" shown here: https://musescore.org/en/handbook/3/tempo#ritardando-accelerando
but also allows for both linear and non-linear tempo changes - very useful for dramatic effect.

In 3.x (or older)? Nowhere. It is just a normal staff- or system text, with no effect on playback
MuseScore 4 will change that.
