Disable vertical justification of staves can be one way, see: https://musescore.org/en/handbook/3/layout-and-formatting#style-score
Disabling justification makes sense for lead sheets or anything else where there is only a single staff per system. For any other type of score, though, that's a bad idea. So, if you're dealing with piano or choral or ensemble music and feel the systems are too far apart, better to change other settings that control spacing. If you attach your score, we can understand and assist better.

I think you forgot to attach your score.
Try to set "Max. Stave Distance" to 0. This will still give you justification of systems on the page
but wont stretch the systems in themselves.
