note stems
Perhaps this subject has already been discussed. I am unable to figure out how to move note stems horizontally, as in the screen shot below. Can someone give me a clue?

Normally you can change the stem direction to up or down (or automatically).
You also can set a x-offset to a stem. Select it an have a look in the inspector.

I am using MuseScore4 which has no inspector. I want to move the stem horizontally. I had no problem with this in MuseScore3. I can't open my music started in MuseScore4 in MuseScore3. The operation should be possible in the new version, but I can't find it.

Currently, it is a good idea to always mention the Musescore version used when asking a question.
Since I don't have version 4 installed, I can't help with that.
You can open a MS4 score in MS3 if you save the file in MS4 as *.mscx.

It does have the properties tab instead

This reply assumes MuseScore 3 (haven't checked MS 4).
I don't think that you should be moving stems on their own. Instead you can use one of the methods below, by selecting the notehead (not the stem).
In the Inspector:
To flip the notehead left or right: Note > Mirror head > Left / Right / Auto
To move an entire chord (notehead and stem): Chord > X Offset

Through trial and error I found the solution in MuseScore 4: "view"; "properties"; "note"; "stem direction."

That seems a long-winded way of setting the stem direction.
Try this instead:
- select the notehead
- type X
