Move measure to previous system
Why won't measure 59 move to the previous system? There is plenty of room for it. If I add a system break at m. 59 or 60 it just creates an entirely new system for those measures rather than joining them with mm. 55-58.
I know similar topics have been addressed before on the forum, but those posts didn't help with my issue. Thank you.

The frame at the bottom of the page with the footnote " Sopranos and altos should not stop directly, but finish their current repeater phrase" seems to be the problem.
