Score comments plugin.
I used this plug-in when working on versions of my work. It is a shame they deleted it. I hope someone brings it back, but as a pop-up window when you open the score.

It us still there but It looks like the author has closed their Musescore account and the name shows up as Deleted.

Sorry to hear that. I'm not good at writing plug-ins. Maybe some could take on the project.
You might be able to use this plugin instead:
https://musescore.org/en/project/annotations
But you should still be able to use the original plugin, even though the user no longer has a MuseScore account. The plugin has definitely not been deleted.

I've tried it out and its seems it doesn't work with 4. I don't see 3 dots for comment after I select note.

Ask the author, jeetee, as he's pretty active on the forum and very accomplished with plugin writing, so I'm sure, (if it's technically possible), that he can update it to MS4 when he has some time.

As it stands currently, MS4 doesn't yet really support dockable plugins.
But perhaps turning this into a floating dialog window could be an acceptable in-between?
