Set measure marks to span all staves

I have a score with three staves. The measure dividers span the top two, but not all the way through the third. How do I get the measure dividers to span all three staves? See the attached screenshot.

I don't know if it's related, but I am unable to delete a rest assigned to the first voice that appears on each staff that does not contain that first voice.
