How to make a whole measure invisible
There are certain measures which I would like to be completely invisible, while having notes in them.
I tried pressing the V button to make those whole bars invisible but still when publishing those bars still remain, though the notes are invisible.
Is there a way to hide (make invisible) these bars completely.
Also hide empty staves is checked.

In your example score you tried to hide the complete staff of some instruments.
This is easy: press 'i' for the instruments dialoge and uncheck those in the 'Visible' checkbox.
This hides the complete instrument staff but the notes are still played. If they should not, mute them in the mixer.

True for MS3, but MS4 is different.

Yes, that's right.
But since A_slyer's score is from a MuS 3 version, I have omitted the hint.
