CTRL+shift+DEL is mentionned in the V4 manual in the insert mode explanation.
And I don't understand what's the difference with the "simple" CTRL+DEL

According to the list of short cuts in Preferences, CTRL+shift+DEL inserts a full measure rest. CTRL+DEL deletes selected measures. As well as selected items.

I only looked it up because I seldom use many short-cuts. Too many for my old brain to remember.
[Ctrl][Del] should delete a note/rest/beat, or delete a measure, across all staves - working when I tried it just now.
The Handbook says that [Ctrl][Shift][Del] should insert a whoie-measure rest but it does nothing for me.

It is for regular measures, not for irregular ones that also have measure count disabled (pickup measures)

Almost the same, yes, if there are only rests.
If there is any note in the measure, CTRL+SHIFT+DEL does nothing, while DEL deletes the entire contents.
I actually can't see the need for CTRL+SHIFT+DEL.

Ctrl+Shift+Delete will also allow enter full measure rests into otherwise empty voices; that's really its main use case. So, you can get a full measure rest in voice 2 this way, leaving voice 1 content alone. Delete cannot do that.

That doesn't really reconciliate with the handbook for insert mode though, where it is said:
"To delete a note or rest, use the shortcut Ctrl+Shift+Delete. The measure duration is decreased to compensate"
'Measure duration is decreased' makes me think to CTRL+DEL behaviour, not the one that you're describing for CTRL+SHIFT+DEL
