On Windows, I download the file, double-click it, and the installation process begins. Just like any other application.
What exactly is your problem?
If you've already installed MuseScore 3 try first "Help / Revert to Factory Settings".

Thanks for quick reply! My Version 3 vanished come days ago. I cannot find the file for Version 3 to download. Where is it?
