Multimeasure repeats not working/toggling on

Hi, I have tried toggling multimeasure repeats with the shortcut M and also manually in the style settings. I tried starting a new score and it worked fine, so something with this score but I cant figure it out. Any wizards out there? Attached the mscz file

I now see that it is because there is information in the piano part the whole time. And therefore wond consolidate the score. When I separate this into parts, will I be able to do multi measure rests on each individual part before exporting part pdfs?
