Format>Style>Sizes>Small note size.
The size is expressed as a %age of the "normal" note size.
{Edit] Or if you mean just change the size of notes in a single system then you can just click on the first note, shift click on the last note and change the size to cue size in the properties panel. Of course that works for any range, two systems, half a system, whatever.
