You can customise the toolbar, but not with palette items. However you can create your own customised palette.

on the topic: wouldn't it make sense to request this feature? It can safe much time when editing, and the SW effort is very minor.

If you feel it is important enough and have a clear idea of how it would work, (you say "the SW effort is very minor." , so you seem to have some insight into how it could be implemented simply) go ahead and make a feature request on github. Go here https://github.com/musescore/MuseScore/issues and press the green New Issue button to get started. You will need a (free) github account.
Personally it would make little difference to the way I work.

Certainly a good way to start contributing.
