No. 2.1 is as free as 1.3 was. Go Pro means to pay a certain amount to have the ability to share more than 5 scores on MuseScore.com.
Nowadays you need MuseScore 2.x to be able to upload to MuseScore.com

... after all, web site hosting, and especially storage, costs somebody money! Share the love ... and, a pro-rata share of the costs.
