Does this version number have any special meaning?
When I save a style ".mss" or drum map definition ".drm" file, this version number always appears in it.

Yes, it is the internal code for the file format version. Whenever some incompatible change is made to the file format, this number is increased, so older versions of the program can warn about trying to load a newer file format, and newer versions of the program can add appropriate compatibility-mode handling of older formats.

So: These figures mean that the saved file is compatible with "2.06" and higher versions.
And I don't need to change these numbers to "2.1" (for drm files)
(I have to write some non-standard drum maps manually.)

2.06 is the file format for all 2.x versions of MuseScore, see https://musescore.org/en/developers-handbook/version-information
