Splitting measures
For whatever reason, under edit>measures, the option "split measures" is grey and unclickable, even though I have used it before

Maybe it's a score with parts?
(in this case, this feature indeed is disabled, on the safe side, to avoid bad things)
So, you can split measures in your score (after remove parts), and then recreate the parts.

Attach your score and tell which measure you are trying to split.

I'm trying to split the bar under "variation 4" so it looks nicer

When I delete the part I can split the measure wherever I want to. You have to go into parts and delete the part. Even though there is a single instrument in the score, you still have to delete the part.
I'm not sure what else you have planned for the score. I'm guessing there will eventually be other parts. If not, there is no reason to extract a part.
