File→Exportis disabled? Do you have a score open?There is no license needed nor does one exist

More exactly, there is a licence the GPL version 2 https://github.com/musescore/MuseScore/blob/2.1/LICENSE.GPL But MuseScore is free, there is a single flavour of MuseScore, and there are no feature to unlock in the software. They are all available for free.
