Individually, you can edit them by double-clicking on the beam and adjusting the handles/stems length as desired.
If all notes have beams, you can do: right-click on a beam -> select -> all similar elements -> In Inspector: tick "User Position" and change the value of the 2 Position boxes.
But eg for quarter notes or single eighth notes (so, no beam), you must edit individually the stems. Or, better/complementary way: go in menu "Style"-> General -> Notes -> Shorten stems: change the value of shortest stem (and progression)
For the record, what's the reason to want to shorten stems?
