This is a musescore.com question.
On a score of yous on musescore.com click on the ... menu, add to set, create new set.

Funny, might be a chicken and egg problem. I do have sets, so I can click on Add to set and in that dialog create a new one

If you have several related scores
Maybe you need more than one score to generate a set.

You only need 1 score to create a set. Seems there is a glitch in the .com page.

I just thought of something. Did you get that message when you clicked the 3 vertical buttons to the right of the score title or did you click the sets link at the top of your scores page? If you have no sets, the link at the top of the page will give you that error. If you cilck the 3 dots, one of the options in the dropdown is Add to/Remove from set.
