Creating duplets in 9/8 results in two quarter notes instead of two dotted quarter notes
OS: Windows , Arch.: x86_64, MuseScore version (32-bit): 2.2.1, revision: 51b8386
Self explanatory bug.
Hitting CTRL-2 in an empty measure creates a duplet with the wrong values. Playback sounds correct though.
Also tested it in a pure 9/8 score (without time signature changes) and got the same results.

This is a known issue that should probably be fixed. I've seen it discussed before. To turn a 9/8 measure rest into 2 dotted quarter notes used notes->tuplets->other... and use the ration of 2:3 since in 9/8 a measure is made up of 3 dotted quarters and you only want 2.

I have to admit: If I find two dotted quarters in a 9/8 measure I stop and try to figure out what that means and how I am supposed to play it. So maybe it might be better to write in triplets in 3/4, then use a quarter note triplet for what you want to hear.

I would expect to see the bracket with the 2 telling me what I'm seeing so I don't think it's a typo.
FWIW, I think this is a "new" bug, or at least a new report. I just ran into a similar case, a duplet in 5/4 being created using two quarter which makes no sense to me. There have been a number of other reported regarding tuplet creation, many of which are now fixed, but nothing I could find to cover this exact situation. So I filed an issue: #273620: Wrong base value used for duplet in some time signatures.
Luckily, there is no corruption - the tuplet correctly reports itself as a 2:5 ratio for 5/4, or 2:9 for 9/8 - and you can get more reasonable results using Ctrl+4, Ctrl+6, or Ctrl+8, depending on what you'd like to see.
