Measures
Is there a way to change the number of measures per line? My score, for one instrument, defaults to 3 measures per line. Even though there are mostly 16th notes I want to tighten the look to 4 measures per line. When I do a "Stretch { " the selected measure(s) changes size, become smaller, but the other measure expand and I still wind up with 3 measures per line.

There is no such default and no such setting. You can set up the score or a system to have at most x measures by adding system breaks, but if the staff space setting or stretch is too big, the paper format is too narrow, it's borders are to wide or the measures contain too many notes or too long lyrics, you may end up with less.
Here I assume you forced system breaks every 3 measures, just remove those system breaks.

You're going to be hard-pressed to fit four measures on a line with music that dense. Realistically, you may need to shrink the staff size if having four measures per line is that important to you. Personally I wouldn't sacrifice the readability just to achieve that arbitrary goal.
If you attach the actual score, we can see if there are other things involving stretch or other settings that might get you there without needing to decrease staff size too much.
