Shoichi, I can achieve what I want using a time signature of 8/8 but here, in Canada that time signature is not used in choir music. The choir I am arranging this piece for want it shown at the more regular 4/4 time signature. The only way I can achieve this is to use Duplets with no number showing.
I have not yet used the workspace option. That will be my next move. Thanks for your assistance.

The above is how to override the defaults for one specific beam at a time. To change the defaults, right click the time signature and choose Time Signature Properties, as described in the Handbook under "Time signatures".

As I mentioned above, all you need to do is right-click the existing time signature and change the default beaming there. Did you try that? Should work perfectly.
Assuming you really have some special reason to use this non-standard beaming - the default is actually the normal / correct way to beam in 4/4 time, at least in the 21st century. 18th century musicians were accustomed to seeing things differently, so editors in that era wrote them differently. Today's musicians will be more accustomed to beaming in groups of four, however, so most modern editors do this.

You don't need to change the 4/4 to 8/8 (which is rare everywhere). Right click the 4/4, choose time signature properties and adjust the beaming for the entire staff at once. See https://musescore.org/en/handbook/time-signatures#change-default-beaming
