The appogiature principle you are refering to seems very odd to me. But you probably know better than me.
But why do sixteenth appoggiaturas have same tempo as eighth appogiaturas then ?
I agree with BSG • Jun 27, 2018 - 13:22 that I do not think there is a worldwide agreement on appogiatura durations and that Musescore should be more flexible.
@Altaris, agreed. I linked that comment just to answer your question about why a 16th and an 8th appoggiatura is the same length. The disagreement about how an appoggiatura to a dotted note should be played, is another matter about which I am not qualified to have an opinion.

No, they don't, these are Appoggiaturas, you probably want Acciaccaturas
Possible that for bagpipe embellishments these should be looking like Appoggiaturas but get played back as Acciaccaturas
