I'm running MuseScore 2.3.2 Revision 4592407 on a 2018 MacBook Pro running OS 10.14.1. When I hit F11 the Play Panel doesn't open. Rather it invokes the Show Desktop function in the OS.

Are you only pressing F11 or are you also pressing cmd (or whatever the proper key is) to use the application's shortcut.
You are going to have to select a different shortcut for "Toggle Play Panel". F11 is intercepted by macOS before the application can respond to it. Perhaps a different default shortcut is in order.

According to the handbook you press fn-F11 to bring up the play panel. I'm not a mac user and didn't think about the handbook.
On the new Macs, the function keys only appear on the Touch Bar when the fn key is pressed. Then they respond the same as a hard function key when touched. All of the other functions respond as specified in the documentation when MuseScore is open. Only F11 appears to default to the Finder function. I checked Shortcuts in MuseScore preferences which shows that F11 is set to toggle the Play Panel. Maybe there is a problem in the script for that function.
If what I said is correct, and macOS intercepts F11 before the application can respond to it, how can it be a problem in the script for the function? You can work around this by reassigning the shortcut for "Toggle Play Panel".
