The elements from the Text Palette have different behaviour.
Notelinetext, Change Instr., Expression and Rehearsal Mark can all be added to a measure by double clicking.
Tehy can also be added to a note with a double click.
Systemtext can only be added by dragging it to a note.
Staf type change can only be added by draggin to a measure.

Not only does double-click not work, but drag & drop works only poorly. The element is drawn very far from the cursor while dragging, and highlighting of the target measure works only occasionally.
Hmm, my comment about drag & drop working pporly - in particular, highlighting of target measures often not working - also applies to other measure-attached elements like key signatures and time signatures. Maybe it's just me? If not, I suggest we bump this up to P0.

The results you get from dragging are an issue I have been contemplating how to explain. The picture of the item dragged is so far from the cursor it's confusing about where to drop an item. Try dragging a clef to a note in the middle of a measure in versions 2 and 3 and the difference will be very apparent.
I believe the dragging issue should be separate. Once that's fixed, we can test dragging specific items like this.
Regarding the original issue of double-click, also the "Don't Break" element.
