Trying to insert multibar rest. Follow the directions in handbook but it doesn't inset the line with number above what am I doing wrong?

I press the M it turns on and off. I also went the handbook and followed the directions but nothing has happened in the score. How do I attach score? I uploaded it but I don't if you have it.

I worked out how to attach. Thought I should mention the first bar needs to be a three bar rest. This is a transposed score from a cello accompaniment to a choir piece that my choir is singing. We don't have a cellist so I thought I would play the clarinet. Once I know how to do the first bar I can do the others but I simply couldn't get any results happening in the score.

so the first bar needs to be three bars first. So insert bars (AKA measures)
