I suspect some specific settings in the OS itself... Or in the MuseScore, what about "Resetting to factory settings?"
I'm having the same issue. Mac Mojave 10.14.3; musescore 3.0.5.21343. Reset to factory settings didn't help. No new fonts or system configs changed on this machine.

After resetting to factory settings, I pulled up an older score that exported just fine originally. No idea what version of MuseScore I had at the time. I exported this score again to test and it suffered from the same problem. Looks like a regression introduced somewhere.
That is why it is still open and marked as a regression...

Workaround: Save online (as private if need be) and then grab the PDF from MuseScore.com
Unfortunately, I cannot reproduce the issue on macOS 10.14 with MuseScore 3.0.5.
I can successfully export all scores from all referenced issues to PDF.
So, I fixed the issue in December, but the issue still exists somehow for some users... Something could be wrong with local PDF printer settings...

If I choose File -> Export Parts, I get the garbled pdf output mentioned. However, if I choose File -> Export, and then select pdf as the export option, the pdf output looks fine. Hopefully this helps to narrow down the cause of the problem!
in all the PDFs that creates or just in the parts (*-Partname.pdf), or just in the combined one (*-Score_and_Parts.pdf)?
Is this the case for the others reporting this issue too?
Also, is it still the case for you in 3.1, just released today? there have been a number of fixes in this area since the original 3.0 release.
