Articulations over notes are not centered with noteheads
Articulations under notes are perfectly centered with the noteheads.
Articulations over notes are offset to the right of center of the noteheads.
Is this by design or have I changed a setting somewhere?

That score got created in MuseScore 2.1. In 3.0.5 the articulations look properly centered

I cannot see any specific mention of these changes in any release notes.
Do you know at which version these changes happened?

No. Most probably with 3.0, or some time during its development.
In any case ther's not much point in reporting any issue with any MuseScore 2 version, always check with the latest MuseScore 3 one and only report issues for that.
And if you're still using MuseScore 2.1, upgrade to 2.3.2. Even if you install MuseScore 3.0.5 in parallel.

There were so many hundreds if not thousands of improvements in MuseScore 3 that not every single one of them was ever reported through the issue tracker as a bug - sometimes we just made the improvement and called it a day.
