Barlines
In Musescore 3 the "End-Start repeat" barline :||: is missing form the barline palette.
How can I get it?

It is back in 3.1, available as a Release cCandidate currently, final release expected shortly
Intil then add :| to measure N and |: to measure N+1

Thanks, but my problem is that I have to insert it in the middle of the same measure, so this does not work for me.
If the next release is coming soon, I will wait.

won't work there either without splitting the measure first. Mid measure repeat barlines never worked.

Befor you can insert barlines in the middle you have to split the measure.

And to be clear - this has always been the correct procedure. Adding the double-repeat without splitting the measure never worked for playback and will continue to not work for playback in 3.1, but splitting the measure works already in 3.0.5 and continues to work in 3.1.
