Repeat Count Doesn't Appear On The Staff
There is a line including 4 measures to repeat 4 times.
I put "Start Repeat" at the beginning measure.
I put "End Repeat" at the end of the measure sequence.
Select the last measure in the sequence. Go to "Measure Properties - Repeat Count" set it as 4. Apply. OK.
Repeat Sign does not appear.
How to fix that?
I attached the file here.

Repeat Sign?
I don't think the symbol should appear, if you mean the one in its palette (%).

No not that.
I meant Repeat Brackets. You see the image you shared a bracket on the most right of the staff.
I want it's written "4" above that bracket.
2.0.3 is such an old version it could be a bug that was fixed years ago. You really need to upgrade at least to version 2.3.2 so we know the status of the bugs, and 3.1 is such a good program you should use that instead.

Not a bug that would be fixed in newer versions though
Use a system text for this

Then what is this setting for?
"Measure Properties - Repeat Count"

There is no Repeat Count, unless you're using a very old version. It is "Play count" since long. And it does what it says, it influences playback.

It tells MuseScore how many times to play the measures leading up to the repeat.
Most of the time for a musician, there is no need to explicitly say "Repeat 4 times" because there are other things in score to indicate this. One way is to have voltas, the volta before the repeat will have text like "1.-3." or "1, 2, 3" and the volta after will have "4." Another way this is shown is to have 4 verses that are to be sung. It is unnecessary to explicitly write "Repeat 4 times" on the score in these situations. As a result, if you have a case where you want a repeat played more than twice, you must supply the text that makes sense.
