The CC setting is very relevant. When you set All patches to Expressive you must have Dynamics method Default, CC meth of CC2 and the the MuseScore_General_HQ as the soundfont. There is no soundfont called default. If you don't have the proper soundfont on your computer you can get it from Help->Resource manager.
MuseScore_General.sf3 is the default soundfont,
That score play fine for me using that.
MuseScore_General_HQ is not needed for expressive channels (and CC2) and single note dynamics to work.

I did that now, but it seems to be disregarding all the dynamics and crescendos, in addition to not loading all of the instruments

I don't know what changed but it seems to be working fine now.
