I am re-creating the ticket for the same issue that I submitted earlier. This time I chose the generic project, MuseScore(1236).
I tried to install any version 3 on my Window 10 and got the "Musescore 3 Setup Wizard ended prematurely" error. It never started the installation and stopped at the error. I attached the screenshot of the error.
Please help with a fix if you know.
Steps:
1) Downloaded and tried to install the MuseScore-3.0.1.msi or the latest MuseScore-3.2.3-x86_64.msi
2) Clicked on Install and accepted the term.
3) All installations stopped at the error screen. The only option for me was to hit the cancel button.
My system was 64 bit and didn't have any earlier version of Musescore installed.

This seems likely to be a problem on your particular system that would likely affect other installations as well (missing DLL, bad permissions, overeager virus protection, etc). Better to ask for help on the Support forum where a wider variety of people with general Windows system administration expertise will be able to help. Best I can do for now is suggest you try first rebooting, also Googling the phrase "You system has not been modified" as it's a generic installer error message, nothing specific to MuseScore.

Thanks Marc for your suggestion. I tried to search the phrase you suggested but haven't found a good suggestion yet.
One thing I want to mention to you that I was able to download the Musescore version 3.0.5 from
"Microsoft store" and that worked. However, I could not upgrade because there was no option in the
menu that I could do that :( So I am happy I can read and do some work from this version, but be nice
I can use the latest.
BTW, I shut down and restarted the system and that didn't help.
Thanks so much for your help. If you know the fix later, please help to update the ticket. I will keep trying
finding a solution.
The Microsoft store version does not allow for automatic updates outside the store. And a newer version than 3.0.5 hasn't yet been sent to them, but it is in the works
