How To Import Image Into MuseScore
1) I select the bar.
I drag the tab image (.png) onto the selected bar.
Close the MuseScore file.
When I open the image is gone.
???
2) How to align the imported image it looks like that. (See the attached image)
The rear side of the MuseScore staff is visible behind the imported image. I can't cover that with image. It always goes right side of the page.

Sometimes it helps to select the image and detick the "automatic placement" option first.

You can try importing the image on the last line on the second page.

1) When I double click there is only one handle and that make the frame bigger rather than moving it.
2) In inspector there is no "x" "y" parameters. So I can't move the frame.

When I double click the (vertical) frame I can only change the height
but the frame only serves as a stable anchor point for the image.
Double click the image to resize it and drag or use Inspector for its position.

Images, like most other elements, need to be attached to a specific other element - a note or rest, for instance.

My version is old but, if I attach the image to the pause of the last line (vome in the attachment above and in the post) and then save and close, when I reopen it has disappeared. This is what, I understand it happens also to zanshin777.

Are you sure you are attaching to the rest itself, not release too soon? It works fine for me in 3.2.3. There was a bug involving images on rests that was fixed recently, so if you have an older version, it could indeed still be broken for you.

I can drag the image.
I can not drag the frame.
If I do not put the image into a frame when I open the file the image gets lost.

You cannot drag around the frame. Add the image to the title frame then drag?

As I explained above, you should be dropping on a rest. You can drag onto a frame if you really want, but unless you wanted the frame for some other reason, that's a lot of unnecessary work to get it looking right..

When I drop it to a staff line I can not align into the middle and big enough to cover the staff. The left rear side of the staff remains visible.

I did. Once more, you really need to drop onto a rest. not a staff line, not anything else (unless you want a frame for some unrelated reason, but even then, it's still not the right place to attach an image for this purpose.
To change the size of the image, see the Inspector.

OK..
First of all, attach the image to a rest, (not the full bar rest) so:
Click on the full measure rest in the last line on the second page and press '5'. This will give you a quarter rest onto which you drag the image.
Next, adjust the image size to cover the MuseScore staff.

Use menu item: View and tick 'Show Page Margins'.
If your image hits the (now visible) left page margin and can't cover the underlying MuseScore staff, untick 'Automatic placement' in the Inspector. Now you should be able to cover the underlying MuseScore staff completely.
The image should display on save/re-open.
