"Swap voices" moves chord names from top of staff to bottom.

Cut and try to append to new upper voice does not fix this.
However, the changes can be deleted and re-entered attached to new upper voice.

Strange I'm using swap voices quite often but never noticed that.
And I can't reproduce it either..

I did it for only a couple of bars, in 2 places.

I can't imagine any reason this would happen, and can't reproduce it myself, but if you ever see it happen again, please attach the score and steps to reproduce the problem.
