After installing 3.3 (not 3.2 like the reported version says) I tried to install the MDL extension and it keeps saying "Cannot import extension on read-only storage: Macintosh HD."

All Catalina systems. The new security features aren't optional.

I've downloaded MuseScore 3.3 and when I try to open it on my Mac (Catalina operating system), it says:
“MuseScore 3.3” can’t be opened because Apple cannot check it for malicious software.
This software needs to be updated. Contact the developer for more information."

This is "similar" behavior as earlier macOS versions, just different wording. Slightly off topic from this Issue Tracker thread, but relevant to macOS Catalina.

Who's in charge of MDL? Are the sources "ours"/instructions for building/testing?

By fixing the check of the extensions dir from
isReadOnly
toisWritable
_Confirmed. Verson 3.3.3 fixes issue.
