can not spit in to parts!!!!
i have a full score, and then when click on files and then parts, nothing comes up. well a new window is existing on the help bar in windows 10, but when i try to click on something in musescore it comes an alert sound!!! and the new window is just blank, so i have to delete the window.

Is the window blank or can't you see it?
This very much sounds as if it is opening on a 2nd screen you currently might've no longer attached. See https://musescore.org/en/node/287862 for some ways to attempt to place the dialog window back in view.

thank you, i followed the link and now it works!!
Don't worry Fredodeg, I cannot spit in two parts either.... Usually when I spit its just one part that comes out...:)
