Problem attempting to download via mobile broadband...

I cannot download musescore 1.0 because of the following constraints:

1) I have mobile broadband and tether my phone to my computer; due to my service providers' antics, the download is interrupted at approximately 30% through the download.
2) When I attempt to download via my mobile device directly, it refuses to initiate the download since the file is an "exe" formatted file which, of course, will not work on a non-windows device (i.e., my phone)

I have an unlimited data plan and watch my Netflix streaming via the tethering option... whatever streaming algorithm is used by Netflix is awesome... since gigabyte-sized streams are handled fine.

The problem could be resolved in either of the following ways:
1) Provide the EXE file compressed into a ZIP file so that my device could download it (and, then, I could transfer from my device to my computer)
2) Provide a re-startable download which will pick up where the last one dropped off (thereby allowing me to aggregate the file)... a solution which is used by providers such as Sun, Oracle, and others...

I am very interested in this tool... however, I cannot afford another $60 per month for a special broadband plan just for an occasional download like this...
