Select the mark and set its position in the properties tab

For MuseScore 3, select the staccato and use the Inspector. Look for 'Anchor'.
(You can also right click the staccato > Articulation Propeties > Anchor.)
FYI:
A quick way to 'flip' the staccato is to select them all and press X. This works in MuseScore 3 and in MuseScore 4.
