"Repeat Measure" Symbol ABOVE the measure for Repeating Chords
When I drag the repeat measure symbol from the palette and place on the measure, it always goes IN the measure.
I'm trying to leave the notes alone but rather use it to repeat the chord symbol ABOVE the measure.
Is there any way to do that?

Not sure if you mean this:
Click on the symbol, open the Inspector (F8), adjusts the offset
Alternatively (I think it is incorrect) Ctrl+T, press F2, double-click on the symbol.

Well, that DOES work as long as the lead sheet does not contain anything in that measure.
In other words, it affects what is in the measure, even if it has been moved up above the staff to be at the same level as the chord symbols.
What I'm trying to do is a single note lead sheet with chord symbols above. I'd like for any chord that lasts two or more measures to have a repeat measure symbol, but I also want to be able to have notes in the measure as well. It seems as that method will not allow both.

There is already a feature request concerning this issue:

You also can (as proposed) press "F2" when you're entering chords and insert this repeat sign as special character.

I think this repeat symbol is unnecessary in this context. You would keep playing the same chord from the measure before anyway.
