Will MuseScore meet my needs?
I enrolled in an online music program that teaches harp using videos. They do not provide sheet music. Since I'm a visual learner, not auditory, I need some program that will notate music from listening to a video. Will MuseScore do this? I've looked through the handbook a little, and it is a bit daunting.

There is no program that will listen to a video and make a readable sheet music out of it. Only humans can do this reliably. But MuseScore can help you if you listen to the video yourself and then enter the notes manually. You can try it ! MuseScore is free. https://musescore.org/en/download

Here's another approach:
Record the audio portion of the harp using something like Audacity (free):

(Perhaps the online music program site already provides .wav files of the harp for listening/practicing.)
Once you have the .wav audio of the harp - no drums, talking/singing, or other instruments - you can try Amazing MIDI which is a (free) WAV to MIDI converter:

MuseScore can open MIDI files - to further help with transcribing the harp audio to music notation (in addition to listening for yourself).
