Can't find or create a dotted quarter = 54 tempo marking

I have a song with an original tempo marking of a quarter note = 60. In the middle of the score I need to change the tempo to a dotted quarter note = 54. I don't see any dotted note in "Tempo" in the Master Palette. How do I create it? I read the HELP information but did not see how to do that.
