Instruments that don't appear in the first system
In a published score I have, you can see the 'Second Page' has another Guitar 1 reserved for when the second verse is played (labelled '2nd time').
How should we introduce such a function?

"Hide Empty Staves" should do the trick
Not in this case, I don't think. In the first page (not visible to you), there's only notes in percussion and drums.
I'm sorry for being vague with the image and details, but it's copyrighted (I'm hesitant to upload in full).

Then, as a workaround, enter 'dummy' notes in that 1st page and mark them invisible and change to silent
It's a good idea.
I'm still wondering about a full solution though - maybe something in which you can specially flag certain things to be hidden.

I'm still havong trouble understanding exactly what you asking about, since I can't tell what is actually empty and what is not. i am quite sure that posting the full contents of these first two pages would fall under "fair use" guidelines in most if not all countries. You could always blot out some notes if you really felt it necessary.
Anyhow, if you are saying you want page one to show all staves even if they are empty, I know that has been requested before, since it is a common (probably the most common) way of publishing condensed scores.

No, he wants an additional one to show on the 2nd page. 'Hide emty staves' doesn't work, as some staves on the 1st page are empty but should be shown.
And even 2.0 can't do that (yet?), it can show all staves in 1st pages and hide the empty ones on subsequent pages, but not the mix he wants here.
At least that is my understanding...

Section break perhaps ?
Jojo-Schmitz has summarised the problem :).
