How do I apply a dynamic to just one 'part'?
See the attached annotated screenshot.
How can I make this mezzo forte dynamic apply only to treble clef stave part 2 only?
At the moment it only selects in blue colour to apply the dynamic only to notes in treble clef part 1.
I can't get it to select as green to apply the dynamic only to notes in treble clef part 2).
I searched the manual, and I also searched in the forum messages, but I couldn't find the answer :-(

So you want it to apply to a staff, not a part (the default). The title of your post seems confisung then.
I think it should be possible to create yourself a custom palette with dynamicy that apply to staves, see https://musescore.org/en/handbook/custom-palettes

I want it to apply to just the notes with down stems.

Well, the title reads "How do I apply a dynamic to just one 'part'? ". Part basically is an Instrument in MuseScore, that's why I missunderstood your request.
You want to apply Dynamics to a voice apparently, this is not (yet) implemented, see #58031: Dynamics/hairpin range for Voice. I have the UI ready for this, but not the playback and would need help with that.

I thought a 'part' was a 'voice'.
Yes - it would be useful to be able to apply dynamics to just one 'Voice'.

Well, yes, part has multiple meanings, as has voice, this can be very confusing
You can't currently apply a dynamic marking to a voice.
