Measure Bar Lines Disappear when Staffs or Measures are hidden

I've searched this forum and read quite a few topics that are similar to my issue but none that are really identical. I have a file that has multiple Voices/Instruments. I want to be able to hide empty staffs until they have notes in the music. This was working by using the "hide empty staffs" option. But for some reason now, when I hide empty staffs, the measure bar lines in the visible staffs disappear completely.

I've tried making individual measures invisible for the staffs I want hidden, but the same issue occurs with those specific measures in the piece. I cannot figure out how I have caused this issue nor how to rectify it.
