Enter the notes. You will then want to exchange voices 1 and 2 once or twice (so your rests are in the correct location). Select all the measures and open the inspector if not already open (F8) select notes, go down to the word small above stemless and check that (this will make the entire section except rests small) the go down and uncheck play if you don't want it to play. Reselect the measures but chose rests in the inspector and check small on that. This will give you cue notes. Unfortunately you cannot automatically update them, you may have to fix them each time you make a change.
