Whole (semibreve) rests not centralized in some bars of one clef on grand staff

Hi can somebody please help and explain to me why some of the whole bar rests in one clef on the grand staff are not centralized and what I need to do to correct this? The rests are being placed on beat 1 of a 4/4 bar and I cannot centralize them.
