Cannot turn whole measure rests into triplets

windows xp - r.a3d5580

1) Create a 4/4 score
2) Select a whole measure rest (the default ones appearing as you create the score)
3) press ctrl+3 to create a tuplet (you can't!!)

1) Write a whole note (semibreve)
2) Select it
3) press ctrl+3 to create a tuplet (you can!!)
---
1) Write a whole note silence (= default measure rest, but now created by you)
2) Select it
3) press ctrl+3 to create a tuplet (you can!!)

I know the program doesn't treat both kinds of rest equally, but in this case, both should be able to be turned into triplets.
