8va and 8vb line problems
The 8va , 8vb, etc. lines never stay in the same place when I save and close the muse score window. Every time I open it back up I have to move, and in some cases delete and replace the 8va or 8ba lines.
Also, there is no way to have the line only affect a section of the bar or even multiple bars. There is no way to move where the 8va line begins to affect the notes and where it stops affecting the notes. It only affects the measure you attach it to, only that measure, and the whole measure.

Which Operating System, which version of MuseScore, can you attach the score that shows the problem(s)?

These lines can get edited in a similar way as voltas, but note by note rather then measure by measure.
See http://musescore.org/en/handbook/line
I can't comment on the lines moving after reopening a saved document, but....
You must be doing something wrong because accurate positioning of 8va lines is perfectly possible using the correct techniques.
Have a look at the Handbook entry for lines
And also this video may help

Note that the line has to be dropped on the note that you wish to start the 8va sequence, and is then adjusted by double-clicking the line and then using SHIFT+Right Arrow to move the end of the line to include other notes or bars.

Ohhhhh! So it's shift + arrow key! Thanks!
As for the other thing, software glitch maybe? I'm running it on Windows Vista Home Premium, and my computer is an older Toshiba Satellite.

Hard to say without seeing the score, but if you find thngs moving after reopening the file, my best huess is that they are not attached to the things you think they are attached to but have somply been moved over one note while being attached to a completely different note. And the note the marking is actually attached to might have moved.
