If by an image you mean you have a picture of it, first realize there is not really a good way of doing this. There does exist an experimental service that can attempt to pull this off from a PDF, but don't expect miracles. You'll probably need to fix a lot of things by hand, if it works at all.
but to get started, go to File / Import PDF from within MuseScore, then follow the instructions for there.
